Log message:
    Further cleanups for relations in schemas: teach nextval and other
    sequence functions how to cope with qualified names.  Same code is
    also used for int4notin, currtid_byrelname, pgstattuple.  Also,
    move TOAST tables into special pg_toast namespace.
