   SET   CONSTRAINTS   ALL   DEFERRED   only   set's  DEFERRABLE   constraints  to  DEFERRED.   Constraints   default
to  NOT   DEFERRABLE,  so  unless  you  explicitly  allowed it at table   creation, you did a noop.
