Basically, you need to set up three parts : PostgreSQL server, PostgreSQL
odbc drivers and pgAdmin2 GUI.

- cygwin : http://www.cygwin.com
- pgadmin2 : http://pgadmin.postgresql.org (pgAdmin2 installer also includes
odbc drivers).
