Pretty much.  However, to be 100% complete that you need to remove the
following registry keys too:

    HKEY_LOCAL_MACHINE\SOFTWARE\Cygnus Solutions
    HKEY_USERS\*\Software\Cygnus Solutions

Note the "*" above implies multiple keys -- one for each Windows user
that has used Cygwin.
