Please post the above to the Cygwin mailing list (cygwin@cygwin.com).
This is really a Cygwin 9x/Me, sockets problem.  Maybe someone there
will be able to fix this problem.

FWIW, from MS's winsock2.h, I was able to glean that 10060 is Winsock
error WSAETIMEDOUT.
