Did you forget to install cygipc? If so, you can download it from:
http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/

BTW, why aren't you trying to use the pre-built 7.1.2 that is part of
the standard Cygwin distribution?
