Tcl 8.3 uses Unicode internally and that might be the source of your
problem. Not sure, but it looks like Tcl fails to convert KOI-8 to
Unicode. Try downgrading to Tcl 8.0.

BTW, pgaccess + tcl8.3 can only live with Unicode database:
i.e. databses created with -E UNICODE.
