All of the above configurations should work.

The above indicates that you are still running 1.1.8.  What do you
get from uname -r?  Did you stop the ipc-daemon (and all other Cygwin
processes) before attempting to change your Cygwin DLL?  If not, then
1.1.8 is still locked in memory.
