with the following modifications:
1. install Cygwin 1.1.5 instead of 1.1.4
2. skip Install PostgreSQL 7.0.3 step #6, it is no longer necessary
with 1.1.5
3. use my latest patch instead of the one mentioned in Install
PostgreSQL 7.0.3 step #7
