On Cygwin 1.1.4, I get the following:

    $ uname -a
    CYGWIN_NT-4.0 KOSH 1.1.4(0.26/3/2) 2000-08-03 20:53 i686 unknown
    $ strerror
    errno = 0 after strerror(-1) returned "error -1"
