I've been doing that for quite some time:
*default host=postgresql.org
*default release=cvs
*default delete use-rel-suffix
*default base=/home/pgcvs
*default prefix=/home/pgcvs
pgsql
This fetches me the RCS files:
/home/pgcvs % ls -l

the problem is that I don't get the CVSROOT directory, the one
that contains all the administrative scripts.
