Installation problem in win32 - Mailing list pgsql-admin

I just downloaded and installed latest available version of PG through
postgresql-8.3-dev1.msi.

While running initdb, I am getting an error on "Creating Conversions
... ". The file ascii_and_mic.dll is reported to be invalid.
Any clues?
