System: WinNT 4.0SP5 MSVC 6.0SP2 PostgreSQL 6.5.1

Compiling the Win32 frontend, the macro ERROR defined in src/include/utils/elog.h, line 17, value -1, is overwritten by
amacro in wingdi.h, line 93, value 0, so that the PG ERROR code is the same as a PG NOTIFY code. 

Suggestion: Change ERROR and the rest to somthing like PG_ERROR.
