COPY ? Copies data between files and tables.
COPY [BINARY] table [WITH OIDS]
TO|FROM 'filename'|stdin|stdout
[USING DELIMITERS 'delimiter']
Therefore:
copy PrjTB from '/prj_data/test.txt' using delimiters ',';
I don't know the answer to your second question.
