This bug has already been reported: BUG #15945: error while installing
I just want to provide additional info.

I faced this error when trying to install v11.5 into an existing v11.2 data
directory.
Installing into the default clean directory works fine.

The bitrock installer log says (my existing data directory locale is
Russian_Russia.1251):
I don't know if it matters but pay attention to the last backslash in paths.
Isn't it supposed to be a normal slash?
