Hi, 

The prebuilt centOS built of PG 11.3 Postgis 2.5 does not include the
libprotobuf-c library.  The result is that when calling the new ST_AsMVT
function, the following error is produced:

ERROR:  Missing libprotobuf-c

This seems inconsistent.
