I see these settings in B20.1

CYGWIN_VERSION_DLL_MAJOR 20
CYGWIN_VERSION_DLL_MINOR 1
CYGWIN_VERSION_API_MAJOR 0
CYGWIN_VERSION_API_MINOR 3

And these in 1.1.4

CYGWIN_VERSION_DLL_MAJOR 1001
CYGWIN_VERSION_DLL_MINOR 4
CYGWIN_VERSION_API_MAJOR 0
CYGWIN_VERSION_API_MINOR 26


However I am unhappy with this approach in general and would prefer
that configure be used to establish what works.
