Nothing. It comes with postgresql96 package. It is under
/usr/pgsql-9.6/bin/pg_config .
You need to edit setup.py, and set pg_config to
pg_config=/usr/pgsql-9.6/bin/pg_config
psycopg2 2.7 RPMs will be available in an hour btw :)
