Maybe this is fixed in WiX v3.8, but apparently it is a bug that has been
around a while.
Looks like for commit f7d30f3c4a84dc9039d64e93060bf7424633e2c5
just need to change the dash to an underscore:
<File Id="docs.release-7.3.html"
to
<File Id="docs.release_7.3.html"
for both of the *.wxs files changed in that commit.
