AFAIR, Postgres has not paid attention to the PGLIB environment variable
for a very long time.  (I still have it set too, but only 'cause I
haven't gotten round to removing it from ~/.profile ...)

"pg_config --pkglibdir" should tell you what $libdir actually resolves
as.
