I still have not been able to overcome this problem(haven't spent much time on it either to be truthful) but according to the new readmes it might be helpful to change a value in cygserver.conf file. I get that error while trying to start up postgres when I compile from source code on XP. Using the postgresql binaries from cygwin don't give me that error. So if you tried to compile on your own try the pre-compiled packages.
