It's been discussed before and I think the current view point is that
* it's not compliant with sql standards.
* it can be worked around with stored procedures.
I think the demand comes from mysql converts (as mysql allows
non-standard grants). IIRC Oracle doesn't allow this (pretty sure up
through the 8,x releases anyway).
