Steps:-
1. Launch pgAdmin
2. connect to server
3. click on table/view
4. open tree structure
5. Click on Rule
6. Right Click and select New Rule
7. give name
8. select insert
9. click ok
10. Rule created
11. Click on newly created Rule
12. Right Click and see available options
