Following up myself - I notice that the log message for the commit that added the bulk of the code to that files is 'Quite Broken!'. I wonder how true that is and if we could make use of that and any other updates they made? Hiroshi, any thoughts?

Ahh, I remember that. It was a short-lived attempt to fork the code and bring the driver to ODBC3 before Hiroshi took over from Byron as the lead on psqlODBC.
 
This is *not* the official driver.
