This is a quick note for the developers, and for anyone who encounters the same problem I did.  When I tried running pgadmin2 as a non local admin user the program would crash every time I tried to connect to a database:
 
Run-time error '75';
Path/File access error.
 
I created a folder for log files under C:\Documents and Settings\username\pgadmin2 and set pgaccess to save it's logs there.  Problem solved.  I think this would be a good default place to store the logfiles & other user settings for pgaccess,  as not every user can access C:\ .  It might be nice if the error was a little more explicit too!
 
BTW I think this error will always occur on XP systems, although it will also be a problem on Windows 2000 systems that have been locked down by the admins.
