They [Microsoft] have plans to release the .NET CLI on FreeBSD at the end of
the year (tenatively).  They are doing this on FreeBSD because they have
experience with it (Hotmail) and it uses the BSD license instead of the GPL.
They do not approve of the GPL, but they are alright with the BSD license.
Since PostgreSQL can be built without readline, there should not be a
problem [with PostgreSQL] as seen by Microsoft.

Microsoft is not alone in hating the GPL. There are many a BSD developer out
there that thing the GPL is evil.  I am not one of them, but I do see why
they don't like it.
