Redo your query putting intervall beetwen " " :

SELECT DISTINCT rate, sum(extract(epoch from "interval"(end_time -start_time)))/3600) AS duration        FROM log
WHERE invoice_state='8'        GROUP BY rate HAVING rate > 0
