Edit /var/lib/pgsql/data/postgresql.conf. You want to enable tcpip_sockets.
The line that is now:
#tcpip_socket = false
should become
tcpip_socket = true

file:/usr/share/doc/postgresql-7.1/html/runtime-config.html
