Currently. :-) Didn't postmaster.opts.sample (or whatever that pg_ctl
separate config file for 7.0.x was called) have a different structure from
the current postgresql.conf? :-) So the structure needs to change to
implement -- there is precedent.

RealServer configures that way. :-(

I know. Makes it more painful to package a default one. But that's an RPM
issue, not a generic one.
