I would recommend downloading the windows version of 7.3 available by
following the "Installing the PeerDirect ... " link at
http://techdocs.postgresql.org/ (for some reason the link is not working
right now but I think they are upgrading the site).
This will install very smoothly like any other windows program. It also
includes the odbc driver so you don't have to download that separately. Then
I would recommend installing pgAdmin II (if you are converting Access
databases, also get the pgMIgration wizard).

Subject: [CYGWIN] Major problems installing PostgreSQL on Win2k
I have downloaded the latest Cygwin with the default packing selected hence
not a full download. Got the source of PostgreSQL but i can't compile it on
Cygwin.
when i do ./configure it complain about not finding /bin/sh/sh
config/config.sub
So i look around and i found that i can do a nmake on win32.mak. Fine it
compiles the libraries but do i need to copy paste each in their default
locations??
I need help please ;)
