I installed cygipc version 1.11-1 and start the ipc-daemon, but I still get the message:
 
IpcSemaphoreCreate: semget(key=1, num=17, 03600) failed: Function not implemented
 
I verified the ipc-daemon was running with ps.

$ initdb -D /usr/share/postgresql/data7

Removing /usr/share/postgresql/data7.
 
What am I doing wrong?
