You need to do

CREATE FUNCTION plpgsql_call_handler () RETURNS OPAQUE AS
    '/usr/local/pgsql/lib/plpgsql.so' LANGUAGE 'C';

And :

CREATE TRUSTED PROCEDURAL LANGUAGE 'plpgsql'
    HANDLER plpgsql_call_handler
    LANCOMPILER 'PL/pgSQL';
