NT 7.0 binaries - Mailing list pgsql-ports

Please excuse what will probably end up being a dumb question.  I am new to
pgsql so now is the time to be stupid.

I have the Cygwin package running.  I have the ipc package compiled and
running.

My next step is to start the postmaster, right???????  There is not one in
the pre-compiled NT binaries for 7.0.

Am I missing something?????  Can someone point me to operating instructions
for NT??????
