Given the reasonably small dataset (a pg_dump of the full database containing about 2500 jobs is less than 1MB) I would
thinkthat the whole database fits in memory anyway, making this issue all the more puzzling. Have I missed something
obvious?

Did you try AUTO_EXPLAIN extension (https://www.postgresql.org/docs/9.3/static/auto-explain.html) for diagnostic
purposes?
With auto_explain.loganalize = true it will log automatically EXPLAIN ANALYZE output, rather than just EXPLAIN output.
Turningthis parameter ON permanently could have negative impact on over-all performance, so use it judiciously.
