I don't have an opinion on whether to add it or not --- I was just
saying it is different to mention it in the release notes rather in the
appropriate place in the docs.

You are right that is very similar to pg_upgrade, though I think you are
also right that pg_upgrade wasn't mentioned until it was in contrib,
because it was (perceived?) to be in such poor shape, or just a crazy
idea.  :-)
